My view is that there will need to be a website, but it should be a B2B website - rather than consumer facing.
Invest in your data and let your data go free. Then you need a good B2B website packed full of tools to help other regional / local websites / digital services to consume your data.
Make your local companies (hotels / tour operators) into web super stars via your data - rather than trying to get all the traffic into your central B2C site and then working out how to be transactional (when its easier to distribute the transaction to your local member companies)
That is how we are building our TourCMS DMO system...
